The following is CCTV footage from the day of the incident, which was confirmed by 'Dispatch'. (The CCTV footage reported by a broadcaster earlier was not of Suga driving.)
On the night of the 6th, Suga drove on the sidewalk in front of the 'Nine One Hannam' fence. The vehicle he was driving was an electric scooter. It was an electric scooter with a saddle.
Suga is believed to have travelled about 500 metres. He was heading home from a nearby workshop. At the entrance to the main gate, he swerved and tripped over a pavement block.
Three riot police officers witnessed the incident and headed to the scene. Suga got back up and fixed his helmet. The riot police called for a patrol car.
Suga had done two things wrong. First, he was drunk. His blood alcohol level was 0.227 per cent. That's drunk. (Suga reportedly told police he'd had one beer.)
Next, riding on the sidewalk is an offence. Suga's e-scooter is not a PM. It's classified as a motorised bicycle under the Road Traffic Act. It's not allowed on sidewalks and cycle paths.
"Suga's e-scooter is not a PM," a police spokesperson told The Dispatch, "and criminal penalties will be imposed at the same time as administrative penalties such as licence revocation."
A summons has not yet been scheduled. However, the penalties are expected to be severe. If the alcohol level is 0.2 or higher, the penalty is up to five years in prison or a fine of up to 20 million won.
Meanwhile, on the 7th, Suga apologised, saying, "After drinking alcohol at a dinner last night, I rode home on an electric scooter," and "I violated the road traffic law due to my distracted thoughts."
